Symptoms of a P0033 engine code may include: Reduced engine performance. Whining or rattling noises from the turbocharger or turbo pipes. Excessive smoke from the exhaust. Fouled spark plugs. Elevated engine and/or transmission temperature. Abnormal hissing noises from the turbocharger wastegate and/or hoses.
Ford de-tunes the Fusion ecoboost engines significantly. This is the case for both the 1.6 and the 2.0 mainly for fuel economy and driveability. The stock components can be pushed up to 23psi peak using either controllers (not my favorite way) or via a retune of the ECU (there are many vendors that do this).

Some problems that could trigger the code include a faulty turbocharger boost control position sensor, a bad turbocharger, a malfunctioning turbocharger solenoid, and electrical issues. A lit check engine light, a poorly performing turbocharger, an overboost condition, and the vehicle stuck in limp mode are some of the symptoms of this trouble

Have a look at: The three pipes are Vent, Turbo Actuator, Vacuum pump. (Your loose pipe is the vent, as you say.)

I found that the turbo boost pressure at 1600 rpm was 0.4 psi with the EGR valve connected, but when I disconnected the plug on the EGR valve, the engine was noticeably quieter and the boost pressure at 1600 rpm increased to around 2.3 psi. I did this test whilst stationary by just revving the engine and letting it settle at 1600 rpm before
The DPF causes a lot of back pressure against the turbo turbine which is another factor in how long it lasts, the more it blocks, the more back pressure there is. When something like EGR, injector or glowplugs fail, this can all cause more soot than the DPF can burn, as well as a faulty DPF pressure sensor.

Took it for a test drive, and all was well again. What did it solve this time => no cutoffs, but seriously down on power. No usual turbo boost after a brief delay, it was as if the turbo was gone, it was that sluggish and down on power. Moral of the story: don't give up, never surrender. Try everything.
